build: Update Nomad to v2.0.5. - #36

This change updates the Nomad dependency to v2.0.5 which is done via commit SHA due to the root module not having a v2 suffix. The change also required updating the Go module version requirement and the Docker build version. The change also simplifies the way the Nomad build info is generated and adds additional information to the startup log message.
