actions/setup-goreferences in the console test workflow from v6.5.0 to the immutable v7.0.0 commit.Why
This aligns the Ubuntu and Windows test jobs with the v7 action already used by the repository's security and supply-chain workflows. Version 7 migrates the action to ESM, Node 24, and the newer cache implementation. Node 24 requires Actions Runner 2.327.1 or newer, which is satisfied by the GitHub-hosted runners used here; no self-hosted runner migration, source API change, configuration change, or application runtime change is required.
