docs: add oracles resource page

There is no documentation page on oracles: how off-chain data gets on-chain, what gnorkle provides, and what the trust model actually guarantees. This adds docs/resources/gno-oracles.md covering the gnorkle framework (feeds, tasks, ingesters, agent whitelists), the deployed ghverify GitHub-identity oracle as a worked example, and the trust model, and registers the page in the docs index. Pairs with #6000, whose effective-gno oracle tips will link here once both land.
