Green under 60%, yellow 60 to 70, orange 70 to 95, red from 95.
QuotaSummary.severity(for:)carried 50/75/90 and the Capacity Dock rings had their own 70/80/90 ladder, so the flame and the rail could disagree about the same window. The dock ring colour now derives from the severity function, and the boundary test pins the new bands. 637 Swift tests pass.
