…earlier) rootguard-webapp#68 and #70 were already merged but this repo's submodule pointer and roadmap checkboxes were never updated - an oversight caught by an explicit audit request rather than during the normal per-PR workflow. Bumps the submodule, checks both items, and records both in project-state.md. Also removes a stale "not yet built" note about global search that was left behind after #64 shipped.

Found during an explicit roadmap-audit request: rootguard-webapp#68
(sidebar collapse-control repositioning) and #70 (sidebar visible during
scroll) were both already merged, but this repo's submodule pointer and
the two corresponding ROADMAP.md checkboxes were never updated - the
usual per-PR bump step got skipped while moving directly on to the next
item. Also drops a stale "global search not yet built" note left behind
after #64 shipped.
Checks performed
Both component PRs already merged with green CI. Docs/submodule-only
change here; the repo's integration CI still runs the full stack
validation as usual.
