Ability to re-arrange buffer order in buffer window

I often want to move a buffer's tab left/right when working in many files. Does a command already exist to do this? If not let's add one 😄

If I create a PR will it get reviewed and merged? Want to check before spending the time. The PR would:

• add new sort order manual for manually ordering buffers in the window. manual order would be like number but allow moving buffers manually to left or right
• add new commands :MBEbmn and :MBEbmp to move the currently selected buffer forwards or backwards if using manual ordering
