- Fix OAuth login and token requests to use https when the environment's base URL is http (loopback hosts unchanged)

An environment recorded with an http:// base URL sent OAuth requests in the clear and then failed on the server's 307 redirect, which httpx does not follow. Loopback hosts are left alone.
The sessions are parametrised as basedpyright(package='<pkg>'); the bare basedpyright(<pkg>) form is reported by nox as "Sessions not found".
