Summary: Add Sapling (sl) as a supported VCS, mirroring the existing Hg implementation. Sapling uses the `.sl` directory and `sl` binary. Auto-detection checks for Sapling before Hg so it takes precedence. Test Plan: /opt/chef-workstation/embedded/bin/rspec - 89 examples, 0 failures
