Clean up proposed specs: reconcile status against the codebase - #51

Audited all 13 files in spec/proposed/ against the implementation. Move to spec/accepted/ (implemented and tested, never relocated): - integral_evaluation.md - sliding_transform.md - density_operator.md Delete (function_simplification unbuilt; the other two are research notes whose conclusions are realized in the code / accepted specs): - function_simplification.md - pattern_matching.md - design_alternatives.md Index fixes in spec/design.md: add the three moved specs to the Accepted table, prune and renumber the Proposed ranked table, drop the two deleted research notes, and add the previously-orphaned represent.md (present in proposed/ but missing from the index). Repoint and neutralize all cross-references broken by the moves and deletes across the accepted and proposed specs. Closes kata #w4rt.
