Summary

Adds volto-cypress-writer as an EEA-original skill.

• Generic Cypress workflow for Plone/Volto add-ons and projects.
• Discovers the project specPattern, helper layout, test runner, and commands from cypress.config.js and Makefile instead of hardcoding cypress/e2e and frontend/src/addons.
• Covers both known layouts: cypress/e2e/**/*.cy.js (legacy add-ons) and cypress/tests/**/*.cy.{js,jsx,ts,tsx} (Cookieplone).
• EEA-OVERRIDES.md holds EEA-wide Cypress policy (Volto version matrix, CI targets, local reproduction).

Reviewed: strongest structure of the batch. CI contract matches Jenkins expectations (JUnit from cypress/reports/*.xml, @cypress/code-coverage), and the UI-first rule is consistent with plone-frontend-developer's cross-ref. 197 lines merged — comfortably under the 500-line budget.
