Summary

Adds a [project.urls] table to pyproject.toml so the PyPI project page links back to the GitHub repository.

[project.urls]
Homepage = "https://github.com/earth-mover/triangular"
Repository = "https://github.com/earth-mover/triangular.git"
Issues = "https://github.com/earth-mover/triangular/issues"

The issue asked for Repository; I also added Homepage and Issues since they're standard PyPI sidebar links and directly serve the goal of making the package discoverable from PyPI.
