hooks/worker-stop.js:claimBlock이agent_id가 없을 때session_id로 대체하던 폴백을 제거했습니다. 같은 세션의 다른 워커가 검사 없이 통과하던 문제입니다. 키가 없으면 차단하지 않습니다(fail-open 유지).docs/HANDOFF.md삭제(인수 완료 후 지우라고 적혀 있던 파일).확인
