Missing fs-read and fs-write paths were computed per target, so each target overwrote the result of the previous one. Depending on map iteration order, a target without local paths could mask missing entitlements required by another target. Collect paths from all targets before computing the missing set. Preserve the trailing separator when matching allowed paths so siblings with a shared prefix require their own filesystem entitlements. Add regression coverage for sibling reads, writes, and allowed subpaths.
