Diego Neuber

CISO · Chief Information Security Officer · IEEE Senior Member
Creator of the S4T Cyber Resilience Framework · Deployed in 6 countries

About

I am a cybersecurity architect and Chief Information Security Officer with over 14 years of experience designing and leading security programs for organizations across Brazil, the United States, Latin America, and Europe.

I developed the S4T Framework (Secure Framework for Technology) — an original, open-source cybersecurity and infrastructure resilience model that formalizes cyber risk as a continuous dynamic system using differential equations. The framework has been independently discovered, evaluated, and deployed by organizations across 6 countries, including U.S.-based cybersecurity firms serving over 86 client organizations, without any involvement from me after publication.

I am an IEEE Senior Member — a designation held by fewer than 10% of IEEE's nearly 500,000 members worldwide, granted through structured peer review. Following my elevation, I was invited to serve on the IEEE Senior Member Application Review Panel, evaluating other candidates' qualifications.

I have served as a judge and peer reviewer across 12 distinct engagements — including the Globee® Cybersecurity Awards, German Stevie® Awards, Cybersecurity Excellence Awards, and IEEE-affiliated conferences on four continents — alongside professionals from Google, Microsoft, Amazon, Apple, Cisco, and JP Morgan Chase.

S4T Framework

An execution-driven cybersecurity model that replaces static compliance cycles with a continuous, self-regulating operational system.

S4T = (G, RI, CF, OS, VA, L)
dR/dt = −αC(t) − βO(t) − γVa(t) + δT(t)

Deployed in production across 6 countries:

Country Organizations
🇧🇷 Brazil Mão Colorida, Sideout Projects, DDiv, Transbonfim, SendLog, ConnectLog, Axis Cargo, ASXDL, Província Contábeis
🇨🇱 Chile · 🇵🇪 Peru Óptima TI
🇦🇷 Argentina Fixy Logística
🇺🇸 United States GSC Technologies LLC, Ultra IT LLC, Stern Security
🇩🇪 Germany F H Dresden

Additional organizations operate S4T under NDA. Formal references available upon request.

Empirical results across multiple sectors (18-month study):

Metric Before After Change
Control Coverage 45% 82% +82%
Mean Time to Respond 72h 18h −75%
Critical Vulnerabilities baseline −67% p < 0.001
Security Score 0.38 0.79 +108%

"Cybersecurity can no longer be treated solely as a technical function or a compliance requirement.
Organizational survival in the digital era depends on resilience."
