Closing — this PR's .md was committed before #2105 pinned the changelog_base, so it carries the old changelog base while the Google Doc has since been regenerated with the correct one.

The reconciler cannot self-heal this. publish_notes.py:133 uses repo.create_file(), which 422s when the path already exists, and the failure is swallowed by a bare except — after which create_pull() runs anyway against the stale blob:

Closing this and deleting the branch so ensure_published() takes the fresh path and commits the regenerated notes. A replacement PR will open automatically.
