Bumps certifi in
uv.lockfrom 2026.7.22 to 2026.10.23, which drops the compromised emSign roots (GHSA-6q48-6c7w-9gw2). That advisory is the only CRITICAL finding of the Trivy gate inpublish-docker.yml, which fails on it for both images (e.g. https://github.com/developmentseed/titiler/actions/runs/40179250709). Every push tomainsince 25 Oct has failed there, so no image has been pushed since 20 Oct. Lock-only change: no other package moves.
