fix(iffi): HttpClient al posto di urllib con TLS disattivato - #14

Lo script disattivava verifica e hostname check per tutta la sessione (CERT_NONE) per aggirare la catena TLS incompleta di IdroGEO. Ora usa HttpClient (retry + fallback SSL confinato alla richiesta), con lo stesso comportamento funzionale.
