fix(deps): consolidate dependency updates

Consolidate the 13 open dependency and lockfile update PRs into one update for the Android apps, Rails application, Rust client tools and documentation build.

• Update AndroidX, Compose, Material, OkHttp, coroutines and serialization together. Use Compose BOM 2026.08.00, which supersedes the separate 2025.12.01 proposal.
• Raise the phone compile SDK to 37, as required by the updated libraries, and give Gradle a 4 GiB heap so APK dex merging completes. The existing target and minimum SDK levels remain in place.
• Refresh the Ruby, Rust and documentation lockfiles while preserving newer dependencies already on main, including sghtmltopdf 0.4.0.
• Fix the lockfile PR's unsupported RuboCop directives and apply the statement-scoped directive syntax required by RuboCop 1.90.

Consolidates #2108, #2109, #2110, #2111, #2112, #2113, #2114, #2115, #2116, #2117, #2118, #2119 and #2120.
