Summary

Adds Spanish and Portuguese dashboard translations to expand the i18n proof of concept beyond English.

Changes

• Adds complete dashboard namespace dictionaries for Spanish (es) and Portuguese (pt).
• Registers both locales in the i18next resources.
• Covers static strings, interpolation, and pluralized partial-load errors.
• Adds tests proving both locale dictionaries resolve expected translations.

Verification

• Added focused i18n coverage for Spanish and Portuguese resource resolution.
• Local typecheck/test execution is pending because the environment cannot complete dependency installation without its certificate chain; this repository currently exposes no PR checks.
