Superseded by #942 (same commit from a maintainer branch). Dependabot-triggered workflows read the Dependabot secrets store, whose CipherStash credentials belong to a different keyset — the EQL SQLx selector-pinned tests fail on every Dependabot PR regardless of the diff. The maintainer PR runs with Actions secrets.
