Update wasip3 to WASI 0.3.2 - #171

This updates the vendored WITs for the wasip3 crate to the 0.3.2 release of WASI and regenerates bindings. The WITs are unchanged from 0.3.0 apart from version numbers and documentation, so this is published as a patch release of the crate, 0.9.1, similar to how wasip2 1.0.4 picked up WASI 0.2.12.

Since 0.3.2 only changes version numbers, it may be preferable to keep the crate on 0.3.0 until a 0.3.x release adds new APIs. Components built with this import @0.3.2, which hosts matching versions exactly may reject. Happy to close this if preferred. |

Coupled with the recent 0.3.2 release of WASI. The WITs are unchanged from 0.3.0 apart from version numbers and a doc comment in
wasi:http. The public API of the crate is therefore the same, so this is published as 0.9.1+wasi-0.3.2, much like wasip2 1.0.4 picked up WASI 0.2.12.Bindings were regenerated with wit-bindgen 0.62.0, the version CI checks against.
