Records the owed marker for #827.

Verified, not relayed. #827's file set measured at exactly one path (docs/pr-reviews.md), zero matching ^(compiler/|stdlib/|conformance/cases/|scripts/). Per S319 the CONTENT was read rather than the file list: its three markers record #824/#825/#826, and all three were independently re-measured this session — 0 code-bearing of 17, 5 and 14 files respectively. So carving the recording carves no actual code review.

The recursion. A floor binding MERGED PRs can never read zero at the instant a floor-recording PR merges, so historically each drain minted exactly one new owed row (self-draining at rate one). Following the S365/#643 precedent, this PR records its own marker in a follow-up commit before merge, closing at rate zero.
