…okups fail. Adds a workflow_dispatch probe so we can verify the repo ETHERSCAN_API_KEY works for the issue #806 Base addresses.
workflow_dispatch only works once the workflow exists on the default branch.
The first CI run failed with result.map is not a function; surface the API status/message instead.
