Reviewed and approved by @phipag. Docker digest bump for public.ecr.aws/sam/build-java25. New digest matches the live upstream latest and 1 tags. Substance is an AL2023 base refresh with OS patches plus bundled SAM CLI 1.163.0 to 1.164.0. JAVA_HOME, Gradle 9.2.0 and Maven 3.9.16 are unchanged and the image remains multi-arch. Blast radius is test-only since this image is the GraalVM native-image build container for E2E tests.
