Set requirements for versions of on-header, picomatch and minimatch. These are transitive dependencies via several paths and each has one path for a quite an old version.
For picomatch, it updates from 4.0.2 to 4.0.3
For minimatch, eslint-plugin-import 2.32.0 requires minimatch 3.1.2. This PR moves minimatch to at least 9.0.7, several dependency paths have 10.2.4.
The second commit rebuilds
