What does this PR do?

V2 release notes now start with a short ### Highlights section, followed by the detailed Core / TUI / Desktop / SDK / Extensions sections as before. The format comes from the iOS app's What's New: a few-word Title Case title, then one or two plain second-person sentences about what you can now do, naming the exact command or place in the UI.

Changes, all in script/release.ts, which builds the V2 review in reviewPrompt. script/changelog.ts and the changelog command are not on the V2 release path; raw-changelog.ts still filters on V1 package paths.

  • Highlights: 2–5 user-visible, shareable changes, ordered by how much users care. The section is left out when nothing qualifies. Internal work, broad polish and unreleased features are skipped. Each highlight must be checked against its PR and diff, link the PR, and also appear in the detailed sections.
  • Headings: the notes use ### for sections and #### for Improvements / Bug fixes, never # or ##. This fits the ## vX.Y.Z — date entries in CHANGELOG.md and splitting on ^## v\d.
  • Thanks: team members listed in .github/TEAM_MEMBERS are no longer thanked, which fixes existing output. Highlights carry no thanks.
  • New --print [--from <tag>] [--to <ref>]: generates and prints the review for any range without opening the editor or triggering a release. --from / --to are rejected without --print, so a real release still always compares the latest stable tag to HEAD.

The marker extraction, release_notes input, CHANGELOG.md writing and Discord announcement are unchanged. Because the highlights come first, they survive the Discord action's 4096-character embed limit.
