Fix mojibake in oversight SKILL.md introduced by #473 - #484

Replace 7 corrupted control bytes (0x14) with em-dashes and 3 lone bytes (0x92) with right-arrows in skills/oversight/SKILL.md. These characters were truncated to their low byte in #473. The file is now valid UTF-8 with no control bytes; 4 pre-existing valid arrows were preserved. Signed-off-by: Lars Trieloff <lars@trieloff.net>

Fixes corrupted Unicode characters (mojibake) in the Oversight skill documentation introduced previously, restoring intended punctuation/symbols in the “Gotchas” and “Don’t” sections.
Changes:
- Replaces a DC4 control character with an em-dash (
—) in multiple guidance bullets. - Replaces a stray byte with a right-arrow (
→) in URL-normalization examples. - Normalizes the affected bullet list lines so they render correctly in Markdown.

0x92continuation bytes (part of legitimate→arrows on lines 74/75/289/290); those were preserved via position-based replacement rather than a global byte swap.skills/oversight/SKILL.mdis changed (9 insertions, 9 deletions). The other 8 files added by Add on-call, klickhaus, and postmortem skills #473 were already valid UTF-8 and are untouched.Verification
