🎯 What: Adds missing test coverage for dl_github_archive.py to test the OSError handling and edge cases in the DownloadGitHubTarball._has_submodule method.
📊 Coverage: Successfully tests cases where the submodule file exists (size > 0), exists but is empty (size = 0), is missing (errno.ENOENT), and faces other access exceptions (e.g., errno.EACCES).
Result: Improved test coverage and reliability for error paths. Ensures accurate functionality of submodule detection during archive generation.
