Rustup 1.92.0 may not create /root/.cargo in some build environments, causing chmod to fail with "cannot access '/root/.cargo': No such file or directory". Add mkdir -p before chmod to ensure the directory exists regardless of rustup version. Also update version references in Dockerfile.art and Dockerfile.in from v0.47 to v0.54 to match the upgraded Vector version.
