[TASK] Record a feedback on the DDEV entered check

One feedback recorded through typo3_feedback_record, with the todo card
the channel writes beside it. Nothing is worked off here, so the card sits
in todo/open/ waiting to be judged.

It came from running this server for the TYPO3 manuals through the
dev-companion DDEV project, with the manuals mounted into its web
container at the host path.

IS_DDEV_PROJECT reads any DDEV container as the described project's
own (T-260926-d945)

Project sets environment.entered from IS_DDEV_PROJECT. DDEV sets that
variable in every web container. So typo3_project_describe for
reference-tca said "8.5 in DDEV, which this server is already inside",
while the server ran in dev-companion on PHP 8.4. Typo3Cli uses the same
check, so a console call would run in the wrong container, and the
invocation fields drop ddev exec. The feedback suggests comparing
DDEV_PROJECT with the name in the project's .ddev/config.yaml.
