Same treatment as #147, this time for pp-form-control. The scripts collapse into one ApplyScaffold.ps1 (with a conditional block that passes row-span/col-span only for SubGrid controls), and the empty SetSubGridMarking.ps1 is gone.
Needs the FormControl applier from TALXIS/platform-metadata#90 and the CLI command from TALXIS/tools-cli#187, so don't merge before those ship.
