Fix: test(api): load test the API and job queue at projected mainnet launch-day traffic levels

Changes

Define job queue status constants and QueueStats struct in launch_load_test.go so they match what the package or test expects.

Verification

✅ The repository's own CI was run on this branch (on the contributor's fork) before opening this PR: every check passed except API (Go), Security Scanning, Go vet + staticcheck (API), Dependency Audit (pnpm), Dependency Audit (Go) (apps/api) — they fail on dev without this change too (the same CI run on the untouched base commit 12d1b43), so they aren't caused by this PR. The change is within the issue's scope.
