`using SparseIR` failed on x86_64 macOS because libsparseir_jll had no x86_64-apple-darwin build (#138). libsparseir_jll 0.8.4+1, built after JuliaPackaging/Yggdrasil#14543, now ships one. Add a Julia 1 job on macos-15-intel, the remaining x86_64 macOS runner, to CI.yml (tests against the checked-in Manifest) and PkgAdd.yml (fresh Pkg.add, the path #138 was reported on), so Intel macOS stays covered. Update the matrix description in REPOSITORY_RULES.md to match. Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>
