Overview
Bumps the default Socket Registry Firewall container image from 2.9.3 to 2.9.9 and aligns the Helm chart patch release to 0.11.8 (Chart.yaml appVersion and version).

The same pins are propagated to deployment defaults: helm/values.yaml, helm/README.md, CloudFormation firewall-eks.yaml parameters (ChartVersion, FirewallImageTag), the EKS example values file, and cloudformation/README.md documentation of default image/chart versions.
