Релизить с предупреждениями компилятора запрещено: pre-flight дополнен обязательной проверкой нуля warning CS на неинкрементальной сборке. Зафиксированы обе ловушки, из-за которых v1.13.0 ушёл с CS8604 в логах CI: инкрементальная сборка не переизлучает предупреждения up-to-date проектов, а tail по сводке их не показывает. Урок инцидента с CS8604 (хвост #115, фикс в #116): v1.13.0 ушёл с предупреждением в логах CI, потому что локальные проверки сборки были инкрементальными (предупреждения up-to-date проектов не переизлучаются, сводка показывает ноль) и оценивались по tail сводки.
