convert_external_layers_of_a_given_mesh_to_CPML_layers returns free_or_absorbing_surface_file_zmax as 0 with topography #1852

Description

@ekvinarski

How is it best to incorporate topography and CPML into a mesh generated by Cubit? The CPML utilities work as expected on a mesh without topography, but convert_external_layers_of_a_given_mesh_to_CPML_layers.f90 writes the free_or_absorbing_surface_file_zmax as '0' when using a mesh that includes topography. I see from the instructions that the edges need to be flat. I have tried flattening the edges of my topography, but it still results in the same issue. So I assume the entire zmax surface needs to be flat, but then how is it best to incorporate topography?
