[Improve] Add model recommendations callout

What changed

• Extracted the Automations recipes prompt into a shared header callout with configurable icon, text, destination, and button label.
• Added a model recommendation callout that links to the Roomote model evaluations in a new tab.
• Kept the callout aligned with the Models header on desktop and stacked it below the header on mobile.

Why this change was made

The recipes treatment is useful beyond Automations. Reusing it on Models gives users a direct path to model recommendations without duplicating the callout implementation.

Impact

Users can open model evaluation recommendations directly from the Models settings page. The existing Automations recipes experience remains unchanged.
