Made some fixes:
- Renamed buffer_issues.md to buffer-issues.md for filename compliance.
- Fixed internal links in the "See Also" section to point to existing wiki pages.
- Updated _data/navigation.yml with the correct URL.
- Added a summary and link for the new article to the Interfacing category index page (wiki/interfacing/index.md).
- Verified the site build integrity locally.
