RHCLOUD-51882 Update build-tools submodule to latest (23 commits with Docker image updates for CVE remediation). Run npm audit fix to resolve critical websocket-driver CVE and other fixable JS vulnerabilities. RPM CVEs (libevent, libcurl-minimal, openssl-libs) are resolved by rebuilding with the updated base images in build-tools. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
