Update HCC documentation links in the Search panel's recommended content config to the new JTBD URL structure ahead of the September 16 docs migration. Migrates 2 links from old Pantheon/access.redhat.com URLs to new docs.redhat.com JTBD URLs (RBAC guide, third-party apps guide).
