Companion post for the two-audience docs split (ovos-user-docs + ovos-technical-manual). Code-validated: correct themes (user-docs = mkdocs-material, technical-manual = readthedocs — NOT shared), real nav, MkDocs-on-Pages toolchain. Removed a false 'the two sites cross-link' claim; honest that user-docs is private/scaffolded. No monetary values.
