There is a regression breaking change in TACS starting in (soon to be realeased) version 3.12 involving the out of plane stiffness for shell elements. See here for more details.
This PR updates regression values and bumps min tacs version in CI to reflect this.
TODO: I wasn't able to update the test_dafoam_aerostruct.py regression test due to not having access to dafoam, but that test will likely break until it is updated as well.
