Upgrades @nomicfoundation/edr from 0.22.2 to 0.23.0.

No code changes were needed: the only type declaration change is documentation, and Hardhat already handles the PRECOMPILE_ERROR stack trace entry.

EDR 0.23.0 brings:

• lastFrameGas / snapshotGasLastFrame cheatcodes (deprecating lastCallGas / snapshotGasLastCall)
• Fixed stack traces after precompile calls, and JSON-RPC call traces now include precompile calls
• Fixed the default Solidity test gas limit on Amsterdam
• Experimental EIP-8246 and EIP-2780 support on the Amsterdam hardfork
• console.log recognised in stack traces via the Hardhat console address
• Fixed Value formatting in hardhat node logs
