The API generates the List-Unsubscribe pair and fills
{{{UNSUBSCRIBE_URL}}} on a topic send only when it goes to a single
address that is a contact; every to, cc and bcc copy is the same message
(MillionSend/millionsend#172). The topic_id docstring said the link was
always added.
