Large test suites delay agent replies and commits. Remove automatic Python, Node, Flutter and Go test execution from the shared turn-end and pre-commit batteries.
Keep linting, formatting, types, structure checks, CDK synthesis, AI review and explicitly configured IMMEDIATE/CHECKPOINT commands. Repos own test execution through their chosen pre-commit workflow or CI. Update the hook documentation, quality template, bundled personas and OpenSpec change.
