Apache Beam pipeline spec for running local OCR models (Tesseract, TrOCR, PaddleOCR) over GT and predicted layout boxes, producing the Q/R/S*/S distributions needed by cotescore cdd_decomp/spacer_decomp.
14-task TDD plan covering config, OCR model backends (Tesseract/TrOCR/Paddle), ALTO XML parser, Beam DoFns (CropImageRegion, RunOCRModel, AggregatePerPage), output functions, runner wiring, and CLI entrypoint.
Add pipeline/ package with dofns/ and ocr_models/ sub-packages (empty __init__.py files), experiments/ directory, and pipeline optional-dep group in pyproject.toml (apache-beam, pyarrow, pytesseract).
