Polish Console project and workspace workflow states

Objective

Remove misleading or transient states from common project, quota, domain, and deployment workflows.

Scope

• Route dashboard project-creation actions directly to /projects/new.
• Remove duplicate monthly wording from quota dimension labels.
• Render a stable workspace loading state while teams and the active role load.
• Distinguish domain binding readiness from whether a deployment is currently serving.
• Keep repository configuration optional at project creation while disabling deployment actions until a repository is configured.

Acceptance Criteria

• Dashboard creation actions require one click.
• Monthly quota labels contain no duplicated words.
• Workspace routes do not flash No team or Select a team during initialization.
• A bound domain with no active deployment is labeled accordingly.
• Projects without repositories link users to Build & Deployment settings instead of opening the deployment flow.

Constraints

• Preserve the backend requirement that deployments have a repository URL.
• Preserve host provisioning status semantics in the API.
