Release from
14.xfails with HTTP 401 when semantic-release assigns therelease-14.xdist-tag to an existing version. The runner provides npm 11.19.1, which predates OIDC support for dist-tag operations.Pin npm to 11.21.0 immediately before Semantic Release, preserving the existing OIDC release workflow. The npm trusted publisher must also have Allow npm dist-tag enabled; this PR does not change that external setting.
Validation: YAML parsing, step ordering, Node compatibility and
git diff --checkpassed. All three reviewers approved. Actual publication has not been run.
