Test case management + image signing fix (very bodged)

• Test case management (in game/admin ui)
• Bug reporter (currently just creates a test case)
• Image signing fix (I hardcoded filepaths, might wanna change that)
• Server Maintenance
• Charades words system

You might wanna bring this into a separate branch and fix it up - I changed some branding stuff and I'm too tired to switch it back
