Fix login prompt for contest comments

Summary

• Render the contest comments composer for signed-out viewers instead of inert sign-in text
• Gate composer click/submit with useRequiresAccountCallback, matching the Enter Contest auth prompt
• Add focused coverage for the signed-out contest comment composer
